Fixed Mechanics UI showing duplicate install options for vehicle parts in backpacks

Fixed screwdriver appearing twice in the Mechanics UI when uninstalling parts

Seats with spawned items on them can now be removed even when the mechanics cheat is off.

Fixed seats that have items spawn on them cannot be removed if the mechanics cheat is disabled and the spawned items are on them.

Reaching Mechanics level 8, 9 or 10 now automatically teaches the Basic, Intermediate or Advanced Mechanics recipe if you do not already know it.

When a character reaches Mechanics level 8, 9, or 10, they learn Basic, Intermediate or Advanced Mechanics recipe if not already known.

In the vehicle mechanics screen, the Battery entry in the parts list now shows both charge and condition.

Adjusted the mechanics UI so that both the Battery Charge and Condition are included in the Battery entry in the list of parts.

The vehicle mechanics screen now shows the fuel tank's fill level as a percentage, next to the battery charge, so it is easier to check fuel at a glance.

Modified the vehicle mechanics UI to prominently feature the % of a full tank of gas it has, in addition to the battery charge.
